Calgary changed the rules. Since the city-wide rezoning of August 2024, most residential lots can hold a secondary suite — and many can hold both a basement suite and a backyard suite. Combine that with rents that make a legal suite one of the best-returning renovations in the city, and you get the construction wave now working through Calgary's neighbourhoods. Two clocks are ticking that homeowners should know about. The city's amnesty program waives development-permit and registration fees for legalizing existing suites until December 31, 2026 (a saving of roughly $680), and the Secondary Suite Incentive Program offers up to $10,000 toward the safety upgrades required to register a qualifying suite. If you own an unregistered suite, this is the cheapest legalization will ever be. The work itself is genuinely multi-trade: design and permits, egress windows, fire-rated separation, interconnected smoke and CO alarms, electrical, plumbing, HVAC — then two city inspections and an entry on Calgary's Secondary Suite Registry. A full basement-suite development typically runs $80,000–$150,000; legalizing an existing suite is usually far less, depending on what safety work it needs. Every company below carrying the green badge has had its licence, liability insurance and WCB coverage verified by us — and suite work is precisely the kind of project where an unlicensed bargain becomes a registry failure.

Secondary & Backyard Suites in Calgary, answered

Is my property eligible for a suite?

Under the 2024 city-wide rezoning (R-CG), most Calgary residential lots now permit a secondary suite, and many permit a backyard suite as well. Confirm your parcel on the City of Calgary's website or have a builder/designer check during quoting — a few districts and overlays still carry restrictions.

What makes a suite "legal"?

Development and building permits, compliant egress windows in every bedroom, fire-rated separation between units, interconnected smoke and carbon-monoxide alarms, passed inspections, and registration on Calgary's Secondary Suite Registry. A suite missing any of these is an illegal suite — with insurance and liability consequences if you rent it.

I already have an unregistered basement suite. What now?

Legalize it — and do it before December 31, 2026, while the amnesty program waives the permit and registration fees, and check your eligibility for the up-to-$10,000 incentive program. The usual path: safety assessment → upgrades (egress, separation, alarms) → permits → two inspections → registry. Our suite guide walks through it.

What does a new basement suite cost?

From an unfinished basement, a complete legal suite typically runs $80,000–$150,000 in Calgary depending on scope, existing rough-ins, and whether egress windows need cutting. Backyard suites (new structures) run substantially more. Legalizing an existing suite is usually a fraction of new-build cost.

Is a suite worth it as an investment?

At current Calgary rents, a legal basement suite commonly returns its cost within a decade while adding resale value and mortgage-helper flexibility — one reason lenders and buyers increasingly ask specifically for registered suites. Run your own numbers; our guide includes the framework.
